Northrop El Segundo developed ICOM modeling in 1966 under the Air Force ICAM initiative, and put it into the public domain. in 1972, if I remember rightly, SoftTech took ICOM commercial, with the first commercially available tool to implement the process modeling technique. 

20 years later, my team at Northrop  - with input from the ICOM team members - developed a process modeling technique that we presented at a public conference in Indianapolis in 1986, that Rummler-Brache took commercial in 1992. 

It seems that none of today's modeling tools produce nearly the rigor of what IDEF0 does, and none support the direct translation to an IDEF1x data model. 

The more we move forward, the behinder we get.
